You can burn CD-RW discs using that machine, however from what you've described it doesn't sound like what you need.
In order to add data to a disc and leave it open for your clients to add data you could use a standard CD-R - but would need to create a multisession disc.
This means the data you add can not be deleted (unlike a CD-RW) and that the client is then free to also add files (which can not be deleted).
One thing I'm not sure of, is if our duplicators will copy multisession discs. I'm about to create a test disc and pass it onto one of my colleagues, so we'll let you know as soon as we can.
